Command-line interface

Just a few blockers left to knock down. Completing the command-line interface is one of them. I think we need the following additions.

--help / -h
Basic help text, of course.
--version / -v
Version information, in GNUtastic style.
--defines / -d
Write a .h file. (Unfortunately -d currently means "debug / dump AST"; that will change to... oh, -D, I'm unimaginative.)

Hmm. I can't think of anything much else at the moment! Let's get those going then. Done. -d was a tiny bit fiddly, but it seems to work OK. We still have to distribute pacc.h for bootstrap purposes, but it was in fact built from pacc.pacc.
