UTF-8 support in pacc_coords()

Finally the last missing bit of UTF-8 support is added, to the pacc_coords() function.

That was straightforward enough, although I realised after writing the code that I had forgotten to follow the test-based development strategy. Fortunately, git makes it pretty easy to do things out of sequence:

git commit -a          # commit the new code
git branch tbd HEAD^   # make a new branch off previous commit
git checkout tbd       # and switch to it
hack...                # implement the test case
test...                # and verify that it fails
git commit -a          # commit the test case
git checkout master    # back to the mainline
git merge tbd          # merge in the test case
